Q-CASE (2006-2008)

Proposed project within the Leonardo Programme whose main objective was to develop an operational model that would ensure the quality of the student exchange processes between school workshops of the participating countries.


Leonardo project encompassed within the network of vocational education and training institutions of Europe (RE-FORM.E). Promoted by the Scuola Edile of Perugia and Florence, the projected included the participation of vocational education and training institutions in France, Belgium, Portugal, Poland, and Germany.

It received assistance from the Territorial Council of Aragon by means of the Foundation.

The overall objective entailed the development of an operational model that would ensure the quality of the student exchange processes between school workshops of the participating countries.

In this context, Quality is understood not as a generic process under the international ISO standards, but rather as, and specifically, related to the training systems according to the lines defined within the European CQAF framework (Common Quality Assurance Framework).

The objectives achieved by the implementation of the project were as follows:

    - To develop a European model of quality for School Workshops by defining a suitable setting for its implementation.

    - To establish a model that would facilitate the planning, implementation, evaluation and revision of the quality systems at the most appropriate levels.

    - To define a methodology for the evaluation and revision of the systems by emphasising a self-evaluation process supplemented by an external evaluation.

    - To define a monitoring and evaluation system.

    - To develop a measuring tool that includes benchmark indicators that will enable Member States to monitor and evaluate their own systems.

The project was conducted in three main phases:

    1. Preliminary study on the Quality systems used by countries participating in the workshops, where it was found in a review of 114 schools, only one was using the CQAF system.

    2. On the basis of this study and the corresponding conclusions, an operational model was developed that would allow those involved in the training to independently assess whether the exchange process in the workshop schools is carried out correctly, and maintaining operational levels so as to ensure the organisational quality of the exchange.

    This model contains a series of tools (check lists, questionnaires, etc.) which facilitate the work of the training managers when carrying out the exchanges of young people between vocational schools in Europe due to the fact that the monitoring of the steps outlined in this manual enable the systematic assessment of all elements involved (accommodation, travel, school curriculum, extracurricular activities, etc.) in the activities possessing these characteristics.

    3. Finally, the methodology developed and the dissemination of the project at the national and European level was implemented in real life mobility situations during the experimental phase.
